About the Journal
Journal of Emerging Technologies, Law & Governance
A peer-reviewed, open-access journal examining how law, policy and institutions can govern artificial intelligence, quantum technology and other frontier technologies.
Aims
Frontier technologies are being deployed faster than the legal and institutional frameworks meant to govern them. Artificial intelligence is reshaping evidence, employment, public administration and armed conflict; quantum technologies promise to break today’s cryptography and redraw the map of strategic advantage. The Journal of Emerging Technologies, Law & Governance (JETLG) exists to give these questions the rigorous, interdisciplinary scholarship they demand.
JETLG publishes original research that connects legal analysis with policy, ethics and technical understanding. We aim to be a meeting point for legal scholars, policymakers, technologists, ethicists and practitioners from every region, so that the governance of frontier technologies is shaped by a genuinely global conversation rather than by a handful of jurisdictions.
Scope
The journal welcomes doctrinal, comparative, empirical, theoretical and policy-oriented work on topics including, but not limited to:
- Artificial intelligence law and regulation: risk-based regulation, liability, foundation models, algorithmic accountability, AI in courts and public administration, intellectual property and AI.
- Quantum technology governance: post-quantum cryptography transition, quantum computing and national security, export controls, standards, and research security.
- Data protection, privacy and digital rights, including cross-border data flows and surveillance.
- Cybersecurity and critical infrastructure law and policy.
- Platforms, competition and digital markets.
- Technology, ethics and human rights, including fairness, non-discrimination and access to justice.
- International and comparative governance: global standards, trade and geopolitics of technology, and perspectives from the Global South.
- Other emerging frontiers: neurotechnology, biotechnology, autonomous systems, space technology and blockchain.
Who we publish
JETLG publishes work by professors, researchers, doctoral and postgraduate scholars, students, policymakers and practitioners. Every manuscript is judged on its quality and originality, not on the seniority or affiliation of its author. We particularly encourage submissions from early-career researchers and from scholars in under-represented regions.
